Finally i got the thing which is missing from my electronics.......a Charger.......
i got this charger from HC....
i started using this and my first battery was a waste battery which i was not able to charge using 2-3 cell charger. tis charger charged the same in half n hour (1000mah 3cell). now the battery is fully charged and all cell are working absolute fine....
after charging i discharge the same and then done a balance charge....now the batteryis in perfect condition and ready for use.
I am using IBM adapter of 16V 4.5 amp

Hi Sreedhar

The purpose of discharging is to cycle your batteries. By cycling i mean draining you battery and then charging it (1 cycle). This should be done every 2-3 months to increase the life of your batteries.Brand new lipos should be cycled approx 5 times before using them.

when we normally charge the battery (lipo) will it be balancely charged???

That depends on your charger. If you are using a standard wall charger for charging it wont balance your lipo. Advanced charger in which you have to connect the balancing port (on the lipo) with the charger are capable of balance charging.

Discharging a new battery rule not only applies to lipo but applies toallre-chargeable batteries..if you remember when ever you buy a new mobile themanufacture gives a note not to charge thebattery immediately after installation, but to discharge thebattery fully and recharge the same atleast 2-3 time...this is to be done to maximise the battery life....the same case is to be done for lipo batteries...since yesterday i have discharge all my batteries and recharged...believe me you will see some good performance differance after this process.
