i need help  my Turnigy balancer & Charger 2S-3S not charging my battery  i have same problem which in it video  plz tell me what i am do

There is no problem with the charger in the video. Though I don't understand Russian, it seems to be an instructional video. It probably tells you that once the green light has dimmed and gone out, you can consider the battery to be fully charged.

Please upload some photographs/video of your charger and battery so that we can help you out.

when i am plug my battery then green light after 2 or 3 min off  and my brushless motor  not work with battery i think my lipo not charging i am Beginner so i am not know its charging full or not

I don't know when you got the battery and from where. Lithium Polymer batteries can't be left lying around without regular charging and discharging. Maybe one of the cells have discharged to a low level. You could contact the Aeromodelling club at Thapar University - someone may be able to find the cause of the problem.

What is the Out put  current written on the charger ?
What is the battery capacity you are trying to charge?
