Though I don't understand Russian, it seems to be an instructional video. It probably tells you that once the green light has dimmed and gone out, you can consider the battery to be fully charged.
Please upload some photographs/video of your charger and battery so that we can help you out. Lithium Polymer batteries can't be left lying around without regular charging and discharging. Maybe one of the cells have discharged to a low level. You could contact the Aeromodelling club at Thapar University - someone may be able to find the cause of the problem.
