better buy a charger for lipo instead of making one.
a cheaper one like this
http://www.ebay.in/itm/EC-0857-Charger-B3AC-2S-3S-Lipo-Balance-Charger-AC-100-240V-/191095632266?pt=IN_Toys_Games_School_Stuff&hash=item2c7e2ff18a&_uhb=1

or a costlier complex one like this
http://www.ebay.in/itm/IMAX-B6-MULTIFUNCTION-CHARGER-/131046056062?pt=IN_Toys_Games_School_Stuff&hash=item1e82f4207e&_uhb=1

Chargers can accept varying input voltages within the specified limit.
All programmable smart chargers like iMax B6,Accucel 6 with DC input can operate anywhere within 11v-18v input.
