I'm a beginner & trying to make an Arduino Uno based quad,
I've dys 2300kV motors , 4.5 X 10 Props & 3500 mAH battery
I want some direction like how do I start & what kind of remote should I use?

Do u really mean 4.5x10 props? I am expecting them to be 10x4.5 props. However you should not mount 10inch prop to 2300kv motor. You should pick up a 6~7 inch prop for 2300kv or 10inch with 800~900kv motor.
What do u want to do with Arduino ? Make a flight controller? If so you can have a look at Multiwii for reference which is good base for flight controllers.

ok. About the Tx Rx, is a Flysky ct6b good enough ? can it be used to transmit video too somehow?

If you haven't bought any radio buy F's i6 rather than ct6b.
Video transmission is not possible(no one tried) on these radios. You could buy i6 radio from quadkopters.com . They have x6b receiver with it and it uses ibus which uses one pin on Arduino so to save resources.

I'd like to buy that but budget is an issue so I can only afford ct6b. How can I do live video transmission from quad?

For video transmission you have separate tx and rx which operate at 5.8ghz the very recent ones and they are not cheap at all. It is recommended to build a stable quad and then put on vtx setup since you may not be able to afford a crash.
