It's hard to suggest anything since we don't know what kind of car your friend wants or what he wants to do with it.

You can get an RTR nitro for 40K but the user will grow out of the stock components soon. A kit alone could be bought at 40K with some cash to spare but he'll need to buy other equipment separately.

All this is for nitro buggies.

For petrol, it's suggested to stick to a reputed brand and you won't get anything from a reputed brand (Losi, HPI, FG) for 40K.

All the info your friend needs is available in RCI Car forum or internet. Its like asking someone for an advise to buy a vehicle, you know how many options n answers there are to that.

If he can really wants to spend 40k on a rc hobby he should know what he's getting into and spend some time reading it n make a conscious decision.
You can check them online, these showrooms i have visited personally:

RC Sky Hobby, patparganj
Creative Education/Model Art, Select city mall, Saket

Need to verify:
Creative Education, Lajpath Nagar II    - 011-40566966
Adventure Wheels (Tamiya), sec-25, Gurgoan
