I think Rubber can take thin layer of CA. But you can try traditional 'Quick Fix' or 'Bond Fix' to be safe. Slow Cure (standard) Araldite/Anabond should do as well.

Loctite is the Best. I use it for my tyres.
The thing worthy to note is that they have different varieties.
There is one number i think Loctite 203 which is a specific CA Glue for Rubber and Plastic.
It is costly. About 500 bucks for a small bottle of CA. But definately worth it.
I run 1:8 Buggies and have never faced problems of the tyre coming loose.

Yes it is locally available.
You can get it at an Industrial Hardware store.

I  have the loctite 495 but never used it,tried with the uhu por glue from our member bmanoj,seems to be ok  but will give u a critical report aftr few days as my son is riding it and he is busy with his school studies

Mugen Seiki Rules



I use proper CA glue meant for tyres by Duratrax from Tower. quickfix doesnt hold well. Get something that will be safe on the foams.
