Does gimbal/vector movement of motor mount is an option of rudder/elevator/ailerons, if you google rckite on the internet you will find that most of the rckites are controlled without using rudder/elevator/ailerons. But not on Planes. Just visualize how a plane would react if it's thrust goes in various directions It will fly like crazy. The wings are there for a reason. But If we want to try thrust vectoring, A motor far away from the cg can change the direction to an extent. But, It won't be even nearly as good as a control surface. If you search on YouTube, you could see many 3d jets doing thrust vectoring, It looks unstable as hell.Thrust vectoring is useful in some 3d maneuvers like the torque roll etc. But, It still won't replace control surfaces.
