Com or aliexpress, but the customs seems to be more strict than before. Ur parcel maybe imposed duty @ around 33%. If you are lucky the parcel may reach u with out any duty. One more thing, if you are a SWL and have no ticket u may get in trouble...

Importing ham radio and most other wireless equipment needs licence issued by wpc... by ticket i mean licence issued by wpc for HAMs only

Some of them are even dangerous lacking CID or any other protection mechanism. Specially cells like Ultrafire are a joke. Generally capacity is at peak around 3300 mAH for genuine 18650s. I have even seen over exaggerated nimh AA cells having like 5000mAH lol. AFAIK Panasonic doesn't sell some (or all?) of their 18650s loose for retail. They only sell it to certified battery pack vendors which directly goes into battery packs.
