This was a piece of news I picked up from IndiaRC!! Bad News for us Indians!! Should start raiding all the hobby shops immdly if this is true!!

The latest notification has the word CHINA removed that means all countries as per the importer i was speaking to.
Here is the latest on the toy ban:

S.O. (E)          In exercise of powers conferred by Section 5, read along with Section 3(2) of the Foreign Trade (Development and Regulation) Act, 1992, also read along with paragraph 2.1 of the Foreign Trade Policy, 2004-09, the Central Government hereby amends Notification No. 91  /(RE-2008) / 2004-2009  dated 2nd March, 2009 as under:-
 
1.         “Import of ‘Toys’ appearing under ITC Codes 9501, 9502, 9503 of Schedule – I of ITC(HS) Classifications of Export and Import Items is prohibited up to 23rd January, 2010 and until further orders. However, import of toys accompanied by the following certificates shall be permitted:

I read it in the papers today morning paper says  Mobiles without the tracking code , dairy products and toys  from China are banned .
I feel it is the original ban that continues , there simply cannot be a blanket ban on Imports of toys  from all countries as toys for hobby is small but for educational purposes they are required .

I think it is more of a noise factor that keeps coming back on IRC with Sunil over reacting and  everytime predicting the end of aeromodeling in India with every news  of  of the toy ban.

Doesn't seem logical at all.  A blanket ban on all toys ?!?!?!  Shocked 

Must be one of those things that require a bit of "clarification", and after that the sun will continue to rise in the east.

Precisely  last time this noise was made but barring Kits for everything else  life went on as usual.

Yes customs can create problems in some cases but such things happen in any case and have to be taken in the stride.

I still think components will not be too badly affected .
I think the issue will be that China would have protested the earlier ban as being discrmenatory against it .
So in typical govt style rather than review it they included everyone else Grin Grin as well but they know that implementing such a rule against others is difficult.

So even if the goods are made in USA, Japan or Europe it does'nt really matter. It is clear when they don't mention any country it implies to the every country.

So getting any kind of Models is out of question I guess .

So I suppose most of us will have to convert to BUILD and FLY  rather than Buy and fly types .

All Modelers in India  should become scratch builders , ARF and RTF is out for 6 months at least .

Hmmm... so what makes us think the manufacturers will not have have (or will not get) the certificate that is being insisted on by the Indian government ?   May be not all, but the major ones would, right ?

It is a bit of a catch 22 situation  the certificates pertain to Health hazards  mainly relating to chemicals used in paints and coloring agents largely for kids toys . Hence for Model manufacturers to get that certificate is a difficult .
Further the Indian market in terms of volumes for a manufacturer is insignificant hence they might not take the trouble to do so unless they consider it strategically to be a future potential .

Again, I wonder how the practical enforcement of this will work, in light of the typical "chaai-paani" bureaucracy of at least a few of our government offices.  Doesn't this just give a small minority who are the "crooked babu"s yet another tool to "negotiate", and that is the only impact ? 

Or does this really mean the almost complete stop of model imports, as claimed/feared ?

I got some information which clearly says that Model kits imports are allowed .
Checked it out and came up with this link.
Hence contrary to the title of this thread imports of Model aircraft  kits from China is allowed .
Here is the circular :

In circular  note in scope section 2 item g and i  which clearly states Model aircraft kit are not covered by the scope of ISO 8124the ban as the ban pertains to only toys for children below 14 years.
""" The requirements in this part of ISO 8124 apply to all toys, i.e. any product or material designed or clearly intended for use in play by children under 14 years of age. """"

Also read notification 113 .

Hence I think contrary to the Ban it is actually separated Model related stuff from toys hence not covered by the BAN

wait if you are thinking about the rds8000 tx system trouble i am out of danger. i spoke to sanjeev uncle from rcdhamaka and he said that the tx system will be on way on monday so i think that airtronics already has that certificate or whatever is needed.

We are telling to every Rc Lover...

That DGFT is BAN on Only "Toys" which is Appearing in Chapter 9503.

Our Rc Model Heli ,plane or any other Models are not comes in this...

All rc Model Called like "reduced-size (“scale”) models and similar recreational models"

In chapter 95 that many item declare by DGFT like

Tricycles, scooters, pedal cars and
similar wheeled toys; dolls’ car-
riages; dolls; other toys; reduced-
size (“scale”) models and similar
recreational models, working or
not; puzzles of all kinds ...

The "BAN" Rule is only for Toys Not for reduced-size (“scale”) models and similar recreational models.

This Rule is only for Toys.
You must read your RTF heli or plane Manual.
That directly mention "That is not a TOY"

That every customs commissioner wrong in stating about TOYS and Model

So if customs Stop your Parcel then you can say that rule only for TOYS.

You Must read the Subject of article.

Customs are lying to us and they Declare our parcel is As TOY [Which is Wrong Declaration] but you can check your RTF heli or RTF plane Manual.
In your Manual They Declare This is "NOT A TOY" .
They also mention This is not For under 14 year age.

That BAN policy is only for "TOYS" which is Appearing in chapter 9501,9502,9503.

Please Note that Many Item is included in the chapter 9503 that all item is NOT A TOY.

So you can also prefer AMA Document.

The Policy is For TOYS not For Reduced-size (“scale”) models and similar recreational models.

That Our All heli and plane is comes under Reduced size model..
