Even a balsa plane body with no RC components was detained by customs even though there are not any rules restricting it.
Also it does not matter whether toy grade or not, drones will be detained and probably never released. Try to get it returned and refunded. The custom babu's are ignorant, in general have achieved what they wish in their careers and I can tell so many stories around them shining their ignorance.
