For that price range, nothing could be better than Flite Test planes/plans. It can be hard to find foam board outside of the US though so maybe somebody can chime in on that.

I recommend, love, and still fly every time I go out the tiny trainer. It can be speedy but is a great beginners plane (if tuned with cautious before maiden). The plans are free online and it takes just 2 sheets of foam board. You can use a FT power pack and servos if you want, or get servos and a similar motor/prop on eBay for cheaper. I can make them at around $50 (not including battery) a piece, but I also buy parts to make them in bulk for a club. Great plane.
