Binding your Tx to Rx :
1. Connect 8 AA batteries inside your transmitter and leave it turned OFF.
2. Connect your Motor to your ESC.
3. Connect your ESC to your Receiver on Channel 3.
4. Connect your Bind-Plug to the BAT channel.
5. If you want to test a Servo, connect a Servo to Channel 1,2, or 4.
6. Connect any good charged Battery to your ESC. You should hear a beep from your ESC (some ESC's do not beep) and your Receiver's LED Light should start blinking. The LED is hidden under the sticker.
7. While Holding down the Bind-Range-Test Button, turn on your Transmitter. After about 3 or 10 seconds the LED will stop blinking and you should be able to control your motor and any extra servos you connected.

Binding is a special functionality of 2.4ghz systems ,which enables glitch free communication as the receiver accepts signals originating from Binded Transmitter.

i think it depends on customs...some time customs charge nearly 45% some time 30-40 %...
that all depend on their mood... Undecided

Maybe but buying radios from foriegn sites is not a wise choice as they are around 1 kg and heavier items always attracts customs...that is why i buy radios from lhs....if your're a gold member in HK at customs declaration page select declared value at 50-70% and select GIFT option....as parcels marked as gifts are ignored by customs unless their value is above 5000/-
