Is that a n original Futaba charger or that from Hobby King? As it looks strikingly similar:

its not from HK. its original futaba oplader charger made in taiwan not china, so its costly.

does the TX batt fit the DX7?
does there have to be any additional changes on TX for use with lipo? or is it plug and play

I dont know which type of battery DX7 uses but here is the information from HK website---

Heli=Diff parts flying together in close formation
The turnigy 1450 battery is not for Dx7, It will work in any transmitter which has 8 AA size flat formation all cells vertically aligned next to each other. However there are 2 more batteries on HK which are specifically for Dx7. But as per Spektrum it's not safe to use lipo's on your transmitter.
