Even if they are legal which I doubt, launching a sugar rocket in the city limits is DANGEROUS.
An open area of at least 3 Square kilometers would be a safer bet.

Adding a parachute is a must, but ensuring that it deploys at apogee or at all, is what makes it risky.

I've prepared a few casings too, but couldn't get permission to prepare R-candy at home. Stump remover is mostly potassium nitrate so you will not need both of these. How are you planning to make the R-candy?

potassium nitrate is available on ebay.in

In my system;
12 volts flow through a Nicrome wire @ 5 amps
The wire get red hot and ignites the match head.
