There are many things to look while selecting FPV system. Will give you a general idea.Meanwhile I'm assuming you have a radio which has long range

You can get 3-4km line of sight FPV with 5.8ghz 200mW with 4/5 turn Helical antenna on Rx and Cloverleaf antenna on Tx. People have got more range with the same setup. As the frequency increases, the penetration power decreases. So use 2.4ghz or 1.2ghz or 900mhz for a strong video feed. 900mhz is used for mobile telecommunications hence there is a chance you may find interference if you are flying in cities or near to there antennas. In India only 2.4 and think 5.8 ghz is legally available for public use which are suitable for FPV. However people do use rest of the frequencies choice is yours.

Its all about the antennas you use, its not necessary to use high powered tx for achieving longer range. And if by 'value of money' you meant within budget or cheap then you can make these antennas yourself.

PS: A GPS equipped autopilot system with RTH is highly recommended for long range FPV flight. Helps a lot incase you lose radio/fpv link.
