Title: my drone is stuck in Customs

Please help
I am visiting Mumbai for many weeks and my wife has sent via DHL a new 3DR Solo drone to me while I am in Mumbai from Dallas, Texas, and DHL says I need to identify and use a CHA to clear Customs (and pay INR 2,500) since it is stuck in Mumbai Customs. They also have identified the package as Restricted Commodity since it is a drone.  Is this typical, or is importing a consumer drone illegal in India?  Will using a CHA and paying INR 2,500 take care of this, or am I simply out of luck with customs? This seems entirely unfair. I can buy a DJI drone from a store in Mumbai, but I can't ship one from USA? What are the rules with Customs in India? The package has no Lithium Ion batteries.  What should I do? DHL won't return it to USA.

Its not illegal,as it is a restricted item.But there are documents needed which for common man will be very hard to procure
Documents required
1.WPC license for the transmitter
2.Nic from DGCA
3.IMPORT license from DGFT.(Not required if item bought for personal use)but it will be hard to convince them that it is for personal use.
Try to get in touch with customs and see what happens
