Are Walkie Talkies from Amazon India legal to use India with out registration or license?

Strictly no.
These are not general purpose walkie talkies for kids.
These radios come under amateur radio category which requires you to possess a HAM radio license to use.

There is a separate segment of license free walkie talkies. Vertel is available in amazon too. These short range walkie talkies are not license bound.
