Govt is thinking to mandate to register drones before using in India including Toy drones.

There may also be trainings and information's on how to use and rules to be followed while flying and where to fly.

They r also thinking to penalise if we have not registered.

Rule mentioned about training for DRONES. Who will provide training? Is Govt. allotted any agency to provide training? This rule has been made for no use.

I would like to remind the author of the ever present threat of terrorism in our country and the capacity to use drones to support terror operations(which has happened three times in the past in Punjab where drones carrying weapons and cash to terrorists were confiscated).Despite that if the government is ready to even allow us to fly drones legally I think we should be happy.(keep in mind that Canada, a much much safer country in terms of terror threats has drone regulations more stricter than ours).

Yes !! And who knows ? Terrorist could use Toy drones to carry individual Bullets for the AK47 across the Border !!

DGCA in India has a very bad reputation regarding implementation of rules. The news may flash but there is actually no road map set. The CAR is built by local drone companies who want to rule the skies and ensure that their product is the only one to fly.

There are many DJI drones flying out there. THere is no category on the Digital sky platform to register them.

Once you register they will start contacting you and ask for details and hence it is made voluntarily so basically its easy to catch once you are on the list.

I suggest that we register but do not disclose drone details untill a healthy platform is available.

Under the local RPA acquisition application form, there is no category listed for other models. Only those registered with the DGCA are shown. So how does one list his model here and under which category.

Its strange that there is no proper ground work done and we are asked for details.

Instructions on the DGCA site:

Kindly keep the following items handy before filling the enlistment form:
Scanned copy of Passport’s first and last page (in one sheet) OR Aadhaar card’s front and back view (in one sheet).
Three high quality pictures of your drone: front-view, top-view; and a close-up view of the manufacturer’s serial number. Each picture should have a physical measuring-scale placed adjacent to the drone in order to provide a reasonable approximation of its dimensions.
Copy of any utility bill (Electricity, water, gas, fixed line telephone or mobile phone) or a bank statement not older than 3 months. In case you use the bank statement, you may black out the financial details on the bank statement.
Copy of the highest educational qualification (required ONLY for individual owners).

If you are flying for hobby or recreation only, you must:
Register as a "modeler"
Label your model aircraft with your registration number
In order to register, you must be:
13 years of age or older (if the owner is less than 13 years of age, a person 13 years of age or older must register the model aircraft)
A U.S. citizen or legal permanent resident*
In order to register, you'll need:
Email address
Credit or debit card
Physical address and mailing address (if different from physical address)

This is the email I had sent to DGCA ON 12th Oct 2014, regarding their notice of 7th Oct:

Respected Sir,
This is further to earlier email.
It seems to me that there is a simple way to address the the safety and security concerns of DGCA, without curtailing the rights of hobbyists to enjoy their hobby.

1. DGCA could set up a website for flyers of remote controlled aircraft models to register on
2. Flyers of RC aircraft models can register by providing their name, ID, address, phone number, transmitter frequency and location of usual flying site, and get a registration number.
3. Flyers of non remote controlled models need not register.
4. Main restrictions can be:
- weight not to exceed 5kg
- no flight above 400 ft
- no flight within 5km of an ATC airport
- no flight over public or vehicles or houses. Rules for permission can be worked out.

The DGCA registration can be like a car numberplate. Flyers can proudly display on their models.

Anyone caught in suspicious circumstances can easily be identified as a bonafide hobbyist or not.

I sincerely hope that you would consider these suggestions.
You would recall that for many decades we were not allowed to photograph airports, something that is now allowed.

Sir, all aeromodellers are not necessarily enemies of the State.

I agree that the ground work needs to be improved and that extra care should be taken to include DJI drones given their capability and the access that the Chinese government probably has to the data collected from such drones by DJI's software.(some say that they are uploaded to their servers after every firmware update)

Here is a link to a saved copy of the DGCA CAR section 3 Series X circular whose link is broken in the DGCA Digital Sky website and the circular mentioned earlier in this thread.It has all the rules relating to flying RPA's.

@sanjayrai55 Sir there is no mention of any exemption for Model Aeroplanes other than those falling in the Nano(<250gm) category
