Import Documents Guidelines

Hi,

I ordered a few Components from hobbyking. they reached chennai, after 6 days i received the Document requesting to submit the documents.

i ordered the components on the from college.
can anyone guide me what is the "valid license for import from DGFT" ? is it compulsary ?
