I have called the Customs, DGCA, and WPC both in Bombay and Delhi and there is no clarity on the policy, judging from the answers I have gotten. The official Indian govt websites are from the Stone Age of the web. Impoverished African countries probably have a better presentation. I wrote up a blog post -
