No, it will still take months for the rules to come into effect and even then you will still need a NOC from the WPC.

India lacks administration knowledge and  control, because politicians have little or no knowledge in innovation, but well qualified in scams and loots, These control lobbies may have bribe motive for them to release Tools, instruments

We are all aware of news articles published over time which say that regulations are "coming soon". We'd be lucky if it comes in 2017 at all. What has banning done to the hobby in India? While all the countries have gone ahead with innovations in this field after quickly bringing in the legislations, in India the prolonged ban has damaged the hobby and nipped innovation in the bud.

When the law comes, there would be nothing to be happy about, going by what we have seen in the draft rules. Instead it would give them another pretext for bribery.

Sad, but 12000 fts = 3657m where the air temperature dips below -8 C with low density & air pressure 19in hg.

not or low possibility for a small quad to go this high, hover & stabilize.

Strange/Faked news to me, TOI as usual purely stupid exaggeration.
