The more we type and discuss these topics openly here, the more smarter the cuStoms maybe getting. We are the end fools. Rcindia is easy to find and that's how everyone ends up here, customs people no exception.
Or maybe some smart LHSes are educating them (That's the rumour I heard few years back).. Smiley

having gone through this experience I can say for once that the lower ranking superintendents may be have a roving eye for money and may get swayed by LHS's bribing them but someone like the guy who spoke to me (DC)...won't take any shit and will implement the law not matter what.....I guess its just the access to such higher ups and the communication gap between them and us is causing such probs....we need to be clear about our stand and not budge due the bully at the front desk...

Some body might have imported a large parcel and must have declared a really low value. The customs official might have googled the info and it would led them straight to this thread or the person who went to show the proof of payment might have spilled the beans after the declared value and proof of payment don't match.
Its really stupid of people to declare really low value on large parcels.

will DHL or fedex charge customs?
Yes they will, I dont know under what category but they will. Rest assured you will get your item safe and soon.

and can we declare low?
Yes you can, but strictly speaking it is illegal as per law. If your parcel is examined by smart people you will be in trouble. And lately people are getting smarter at custom dept. Also they may/can take action against you for fraud if you are caught, or may leave you with a penalty.

See fedex and dhl have their own customs to clear the parcels. This does not mean that you can get away but it means that you will be charged duty. Even if you declare low value they will access the value of the goods depending the item in the parcel and charge a duty on it.

I have been using DHL and Fedex for past one year never really had any problems with them, but yes i have to pay duty to mostly all of my parcels. The good thing about them is if they find any goods which can cause a problem they will call and inform you about it.

Its detained because you declared low. Bixler ARF kit costs 57.70$ and you declared 16.16$. They must have got suspicious because of the size of the package and such low declared value.

And customs have a right to ascertain the value of the product themselves if they think that the declared value is low. That is why your parcel has been detained. They didnt do nothing wrong and procedures take time since you cant expect your parcel to be the only one awaiting presentation to commissioner.

So now wait, you would be luck if the item gets released without further issues since what you did amounts to cheating/fraud. They may even ask you a bank statement showing the transaction, which Im sure would not show 17.76$ !

Thanks for your reply, but sorry to say, i did not do anything fraud. I payed the order with my bonus points and the cost shows in the invoice is the shipoing amount i payed, and my bank statement shows $ 28.25 only. If we pay with bonus points hobbyking only puts te charged amount i.e. the shipping cost in the invoice as product cas gets deducted from BP.

I dont think HK adds shipping charge to invoice, they have never added in my invoice and neither do I think they have added shipping in you invoice. Prices have been quoted for individual products without shipping and as per declared value and bonus points as you state.

Im not aware how bonus points work, someone else can throw some light on that, but yet the total value of the product would remain same irrespective of how you pay via points or card. So it will cost 56$. And think custom people are aware that at HK you can declare the value upto 10%

Anyways you dont need to explain me, you should save them for the customs department. I hope they buy your story.

Meant to undergo for physical check. Some time they may release nor they hold for bank transaction details under value a product around 10% is acceptable but not 50-60%

If this happen regular base they may pass a rule to hold all RC products.

I got my order some 3 weeks back and I am sorry for reporting late...I am an engineering students and got stuck up with my mid sem exams..and also I am an embedded programmer working on the code for my own flight controller which uses a better PID controller than what some of the popular control codes have to offer........well I may start a new thread on that topic later..I have been receiving a lot of PM's regarding how I got my order cleared and the semantics of this crummy process of importing transmitters....I have been in touch with jonboy and we have been sharing knowledge and resources so as to gain a better understanding of how the customs department deals with cases such as ours....and don't make a mistake by underestimating this process that you may get lucky by getting a transmitter cleared....you would be very lucky if something like that happened....In my particular case I was extremely frustrated as anyone would be in a situation like mine where my order got stuck in the customs and the customs served me a show cause notice by assuming that there is a transmitter in my package as they thought they had found a "Remote Controlled Plane" in the box.So as required by the customs department, I clarified to them via email that there was no Tx in the package but there was only an Rx which operated at 2.4Ghz which a civilian unlicensed frequency and that my model could not be designated RADIO CONTROLLED...all that could be said about it would be that it is a MODEL OF AN AIRCRAFT...after this I received a reply from them saying that I would require a type approval for the said receiver and that I would be required to go to the customs office in Mumbai and take the package to the WPC office in borivali under customs escort to get the type approval from them....a process that is all too familiar to jonboy and I leave it upto him to explain what happens if you actually go down that path....anyways I replied to them saying that I don't live in Bombay and that don't plan on coming there anytime soon and that It would be totally OK for me if they would remove the Rx and ship the rest of the order to me....I received no reply and so started the long and frustrating wait for a reply....I was getting desperate by the day...I contacted my uncle living in Bombay to hire a customs agent and get my order cleared, I was ready to pay anything as long as my order would get cleared and I would have proven it to myself that this is how things are done in INDIA..I was very upset and was literally cursing the system and some of my choicest abuses have made their way to this forum which were promptly deleted by anwar and for which I am thankful to him....but this ploy did not work as my uncle told me that anything coming in through postal cannot be cleared by intervention from a third party forwarding company in India(which the customs agents claim to represent but in reality they are working individually on their own behalf)...so it was a big setback for me also there was this pressure at home to abandon the item and just forget about it.....but turns out that from the point when I received the show cause notice my case had come under the purview of the Indian law and I was technically liable for action if I did not reply satisfactorily as to why I had imported the Remote controlled plane.....I was in a big fix as I could not figure out what to do, because my line of communication with the customs department had broken down and they were not replying to my mails, also I wanted to secure the release of my parcel....I was trying to explore other options to get my parcel cleared and also to get myself out of this legal mess which I did not want to be a part of in the first place...and I am not over exaggerating here... if you are served with a show cause notice then you are liable for action if you do not reply satisfactorily...even though that notice is used as a tool for intimidating the common folk...once served that notice has to be treated with respect....with that said in most cases the customs folk are too lazy to pursue cases against the hundreds of people to whom they have served the notice just to intimidate them...and from my case it is clear that they assume things without knowing what they are actually talking about.....so anyways the one thing that got my problem through to the top authorities was me posting my grievance on this website called http://pgportal.gov.in/ which is a public portal for grievace redressal,I posted stating that the customs department's response to my case was very tardy and that according to my understanding they did not have any legitimate reason to detain my parcel after what I had stated in my last email reply...at the time of posting my problem on this site I was cynical, thinking that it wont be of any use and that there would be thousands of such cases addresing the customs departments and that my case would most probably be overlooked and ignored in light of more serious issues....but to my surprise this was the very thing that tuned things around...and as you guys can read from my previous post, I received a call from the DC of mumbai customs and got my problem solved, after receiving my order I got a written letter from the customs department stating that my grievance had been resolved,I even got a mesage on my phone in this regard from CPGRAMS and got a confirmatory email stating that everything had been resolved.....I was very happy at how all my problems were solved so fast... it was literally like someone was making a bollywood film with a happy ending where everything becomes alright in the end....but I might be exaggerating a bit here....anyways I thought people here could learn from my ordeal and get in touch directly with the higher ups....
on a more positive note jonboy told me that when he met the DC he told him that there are some RC Tx's/Rx's which have already been type approved and this info is available publicly,on the WPC website, in case you are importing some equipment which is already type approved then you wont have any problems at all...I would request him to post that link to the database of radio equipment which have been type approved...

P.S. Moorthy I just love your avatar.....it shows how one feels once in a situation like this... Thumbs Up

Also to make things easier for everyone over here if someone is aware of how to or is in capacity to obtain fresh WPC type approvals for new Tx/Rx systems then it would be great...we as forum members could do this the right way and solve problems for everyone using such systems.....most common would be ...JR/FUTABA/SPECTRUM/HITEC....
if funds are required then we can throw it open to patrons here who are looking for a smooth experience the next time they import something....I hope that sounds good...or we could at-least maintain an updated list of Rc equipment which have been type approved by the WPC right here on this forum...so that users can make informed decisions the next time they order some stuff they are not sure about...    Smiley Smiley

Sometime before I compiled a list of WPC approved radios and posted as below;

Sadly No response.
Attaching once again here.
List the Radios which needs WPC approval other than the one in the list on the attachment.
