Just asked them I'm a individual trying to import a 2.4 ghz tx and rx to use for hobby and wanted to apply for license. Since their online registration is flunked, asked what are the alternatives for applying. As usual no reply and telephone rings for ever...

I think the customs agent is trying to fool you taking your desperation as their advantage... customs people do know that nobody would pay 100%+ cost of the item as duty/bribe. I'd say go and visit the office if it's reachable and solve. But they surely gonna put in hefty duty. If you feel it's too much, talk to banggood if they would refund you the cost of heli if you send it back. If they agree, as customs to send it back to seller.

Actually the truth is remote controlled products like heli's are restricted  Bang Head in INDIA not banned. If you take a look into the DGFT website you can see that  http://dgft.gov.in/exim/2000/download-ftp1213.htm    in restricted item check chapter 85.

Sometimes, the Indian laws are too rubbish! I see millions of 2.4ghz 3 ch helis at many toy shops which are around 2000-3000. If its restricted, I dont know how there are so many being dumped and how they display it openly and with no issues?

Restricted item means it cannot be imported without an Import License. Import License for radio telecommunications products is supposed to be issued by WPC. But WPC officers are sleeping on it and dont reply to any enquiry regarding this.

I suggest you to register a complaint at http://pgportal.gov.in/Grievance.aspx against WPC (Department of Telecommunications) regarding these no-response attitude.

These wpc guys wont even reply if you go directly to office also. I have been there a couple of times they dont even bother to answer our question. Only thing they respond to is money that to through brokers and not directly. Hats Off to wpc.

I got fed up with them and asked them to return the parcel. I got a reply from them after asking for 3 days. They said they forwarded the return request "to the concerned officer for necessary action". Now I guess I will have to follow up till they actually return it.

If I get it shipped again through FedEx, is it guaranteed to reach me? Or will it again get stuck in Mumbai Customs?

If shipped by FedEx or any private courier, your parcel wont get stuck. But you'll be charged customs of 25-35% on declared parcel value.

Declared parcel value can be the value of the goods only or total of goods value+shipping cost. It depends what the sender writes in the customs declaration form.

Any reason why it won't get stuck? Does it not go through the government customs office?

Yes you are right. The parcel is assessed by FedEx. FedEx calculates the duty themselves and pay the customs duty to govt on your behalf.

Customs people are more or less dumb people..the most important thing is that of u can get on your invoice description as a Tx RX and not transmitter...u can easily get out of all complications of WPC.

Received it. Had to pay ₹2645 duty.
The package was so clean and no damage at all! Not even a single dent! It looks like it was just now packed. Hobbyking gave me some poor man's party poppers (the air filled packets used for packing) for me to celebrate! Sad that I dint know battery comes with a male and a female banana connector. I bought 2 male banana connectors before hand... Overall I'm very happy now Cheesy
