Dear All community members,
It was just going on in my head and what better time to bring it up than preceding days of Aug15.
I see most posts these days deal with multi-copters and there has been quite many transactions going on in this area.
I was wondering "should we device a method for ID check" for someone buying a complete camera quad??
I mean we all know what these thing's could do in the wrong hands...also i am fully aware that you can buy this stuff pretty much from any "over the counter" without much of a ID fuss...but i was thinking of safeguarding our sellers & buyers (genuine of course) before they are caught unawares and get into trouble.
Any thoughts from members on this..?

Dont think its practical. Besides the people who wanna use them for illegal activities will their hands on them one way or the other. Also you can always build your own.

sir what do you mean "ID"
is it something like an aadhaar card or something?
if this is about making a special "ID" for only multirotors, then it will take a lot of time to implement and maybe the popularity of the hobby will lessen even more
So according to me there should be no such ID proof required
I appologize if offended any of you
P.S.>> the idea is effective for safeguarding the LHS's but then newcomers would not bother entering into the hobby because of those formalities

i do mean the former "Adhar,PAN, Driving license..etc"
The idea basically is that who so ever owns the objects (atleast through transactions here on RCI- so as to safeguard buyers and sellers here ) needs to be on the records somewhere.
It definitely is very difficult to make a framework for it, as rightly pointed out by medicineman1987...but i was hoping something should be worked out..

Rather than that i feel we should have a proper functional organisation to oversee the hobby and to safeguard the interests of the rc community in India.

I will give you an example of how these things dont work in India. A policy was introduced wherein all ultrasonography machines had to be registered with the government so that they are not misused. Once you register your machine they keep coming for inspections. Now even if your machine is broken or outdated you still have to keep it around as there is no method to unregister it.  If they come for inspection and its not there they will harass you.

Exactly. And that will bring back the "Inspector Raj" of the old times for a modern equipment. In any case, does PAN card and all prevent anti-national elements from getting mobile SIMs in the name of others? Moreover, one can always source parts and build a multirotor. If not from LHSs, one can import parts by courier and post and many of those parts have multiple uses.

I am against licensing of any sort. I proposed a method of self-registration in a recent letter written to PM which I posted in http://www.rcindia.org/chatter-zone/petition-on-change-org-successfully-created/msg234521/#msg234521 . In USA, where a big attack like 9/11 happened, even they did not impose licensing on multirotors or not even such self-registration. Unfortunately in this country we have developed a mentality from which we find very difficult to escape. All in the name of "security". Has the USA become less secure by allowing people to buy and fly multirotors? After 9/11 they did not suffer from a major attack but in India, how many blasts and attacks took place after the Mumbai blast? Being paranoid will not help secure the country. If the intelligence network and monitoring is right, that will take care of all sorts of anti-national activities including those related to drones. If its not right, nothing will work..even after all sorts of controls.

Well, i think that the 'basic' idea is nice but there are some practical problems that may occur.

---> Well, there are a lot of minors in this hobby (Including myself) and currently, (as most kids in this hobby), we have our own cards and we straight away buy items from LHSs, if LHSs start taking ID proofs, then we will have to hassle our parents, which in the long run will make it non-efficient and LHSs sales may decrease drastically. ( Just in my school, there are 7 aero-modelers other than me )

---> Comparing with USA: In my opinion, USA and India are 2 very different countries (including the governing systems) and copying what USA does may not be the answer we actually need. Maybe, a better way would be to make a separate law section for RC drones ( Already decision in progress thanks to santanucus )

---> The system proposed may sound like its great but practically speaking, LHSs would have to contact every single guy who bought a multi from them and get ID proof from them. For big LHSs like RC Bazaar, which ship 100s of orders every month, this might mean contacting thousands of customers. This would create hassles for both, the LHSs and the customers.

I hope you guys got what i meant. :')

Include an indemnity clause with an "I Agree" tick box on confirm order page, along with a field to upload valid id scan. A brief of the same should be on the invoice too. Fulfill the order only if these steps are validated. This is the only way to safeguard the seller. What the buyer does with the item is never in seller's control. A friend who is an airsoft dealer does the same for obvious reasons, & a cam quad is no less when misused.
