if we order and import any rc items to our country, customs will catch that product. so if the rc product is purchased by a person and he comes to our country is customs will catch that product or not?

not necessary.
if your order value is less than 100$ and it is registered airmail,
it will make it through (provided it contains only components like motors, Escs, servos, hardware etc...)
exclusions (these will 99.9% never make it through)- Tx/RX, FPV equipment, rc planes (big ones) (ARF/PNP/RTF), All Multicopters (ARF/PNP/RTF)(especially the mini, cheap ones)

You can buy safely from other countries from websites like banggood.com , ali express , sp4mm3r etc.
Just do not order anything big which may catch customs attention. Do not order rc transmitters or ready to fly quads, helicopters etc.   I have bought many things from them like motors, esc,radio recievers, fpv camera and fpv transmitter, sdering iron etc.  If they can ,Ask them to list the item as 'tools and hardware' or 'utilities' etc.  And ask to declare the price of the item low on the packaging.
