I keep hearing, "Cant upload image" "Size issues" "Cant upload, can whasapp you pic on demand" etc etc

IrfanView is another tool you could custom resize resample

Ctrl - R is the short cut key in irfan view

you can download irfanview from here (This application is being downloaded average 1 million downlaods a month since 2003)

The 'Preview' application on mac has a inbuilt function. open image->tools->adjust size
Some options include:
->locked change or open change.
->units in pixels, percentage, inches, cm , mm and points.
-> Option for proportional
-> automatic calculations of the new size in all units before changing.

This app comes pre loaded from Apple and is un-installaeble.

Save the image in paint
As simple as that

I use Microsoft office picture manager.Just open any picture in it then compress ,it will calculate compressed size and press save.Done.

Irfanview is best of all..you can even resize the images in bulk, Not only resize but many other properties with not much impact to quality.
