As far as I know there are no physical shops in West Bengal selling quads. I mainly use online shops to buy parts and make the quad.
And regarding permission to fly quads, it's bit of a Grey area of law. DGCA guideline has been in draft stage since ages. So if you are in urban area you should seek advice/permission from local police. In semi urban and rural areas even police are unaware of laws.
