I have come across quite a few students doing this as college projects. But they do hardly any development themselves, they are mostly assemblers. Have even seen one team trying to pass off paparazzi project as their own stuff. Rcgroups has a lot of (actually too much, that you'll be lost) information on this subject. There are also hobbyists flying the assembled ones, but I don't see them active on the forum. There are also dime a dozen companies (atleast in bangalore) doing work on this.
