Dear Sirs and Members,

For the last two years I was missing from this Forum as I was busy pursuing post-graduation in college, having taken Study Leave in Coimbatore from the Services pursuing Post Graduation and also to enable my Son to some study time in his preparation for his 12th Board Exams.

I have already completed one post-graduation in the area of Mass communications and Journalism successfully in the year 2018-19.

Now I am currently pursuing a Post-Graduation in the area of International Business at Dr. GR Damaodaran College of Science in Coimbatore which will also be completed in Apr 2020.

As part of the College Project I have taken up a Social Research Project topic as under:-

STUDY ON PERCEPTIONS TO COMPLIANCE OF C.A.R 2.0 DGCA POLICY GUIDELINES, ON CIVILIAN COMMERCIAL USE OF REMOTELY PILOTED AERIAL SYSTEMS (RPAS)

This Questionnaire is Strictly meant for Drone Operators above 18 Years of age, please.

Note:- This Research Project and Questionnaire is meant purely for Academic Purposes of Research and only for the “Owners/ Operators” both Indian citizen and foreign nationals who possess the Unmanned Aerial Systems (UAS)/ Remotely Piloted Aerial Systems (RPAS) commonly known as “Drones” and who intend to operate these platforms in Geographical Area of Indian Soil with an intent to Monetize their Services and the Digital Data collected through the use of these platforms in their Professional Work and is understood to have read the Drone Policy as under:-

Like any other Civil Aviation Regulations, the issued CAR 2.0 drone policy by DGCA of our country is very well incorporated, one of the best policy frameworks among various nations in the world. However, it is still wrought with bottlenecks in the 100% implementations for all stakeholders.

It is seen that the "willingness quotient" is extremely high since between 14 Jan 2020 to  31 Jan 2020 as per a published news report, more than  20000 Drones were registered voluntarily in the Digital Sky Platform under the voluntary Disclosure Scheme. Yet in the last one year, the compliance ratio to policy is still very poor due to limitations in the framework of the implementation, duly incorporating Voluntary Graded Accreditation Certifications.

I would humbly request responses of only those Remote Pilot Operators of Drones aspiring for a "UAOP" in Digital Sky Platform, who intend to operate and monetize their work utilizing the Drones to please help with their responses.

Due to the extremely short time available to me for collecting responses, I would also humbly request the Respondents to please forward the links of the questionnaire further to fellow colleagues drone Operators, and Competitors in the area of operations.

I would also request Drone Operators for a "Honest" unbiased and pragmatic response to the questions and would request members not to use this questionnaire as the DGCA Bashing tool please as this is just a college research project attempting an Honest Constructive Feedback to improve the policy framework.

If your work involving operations of the (RPAS with payload) drones both fixed-wing and rotary-wing and the digital data collected or the services rendered results in the operator benefiting monetarily then it would be counted as monetized services/operations of Drone.

Voluntary Compliance Model with Graded Accreditation Certification based restricted levels of operations is only way to get any policy Successful

DGCA has been successfully permitting all forms of manned aircraft from gliders to crop dusters with prop engine to
Multiple jet engine based Airbuses to fly and use same airspace successfully for both radar interactive and non interactive modes of operation depending on the categories of Operations till date.

The questionnaire seems to be targeted towards hose operators who are professionals, not hobby aeromodellers (fixed wing, line of sight) Please correct me if wrong

The Google Form is designed in such a way that it collects no personal identification data such as emails or identification numbers, only demographic data related to research and responses are being collected for the study.

Yes, Sir,

Purely Hobby Fliers and those models flying without any payload are not covered. Only intentions to monetized activities and monetized activities using the RC Flying are covered.

Every Policy Regulators have eventually realized the monumental blunder of a Very Stringent Policy.

Higher the Cost to Compliance for the Applicants or the Higher the Restrictions quotients, the Cost to Compliance for the Regulators for implementation have not been directly proportional but astronomically exponentially for enforcing implementation using regulatory means or for damage control.

The proliferation of the Graffiti SubCulture phenomenon eventually forces the implementors/ regulators to allow space and wall for their expressions too. Otherwise the cost of after cleanup will be painfully exponential.

When every category of Manned aviation with different categories of licenses is permitted under different civil aviation regulations for manned aviation. There are absolutely no questions that the wheel is going to be reinvented with a different level of threat perceptions.

Historically, Statistically and Classically the Manned Aviation has been the Greater Security threat to Humanity as an instrument of Terror on dual-use technology in comparison to Drones.

The Real Players with capacity for Terrorising are today painting a different wall with the Targets Symbol. :giggle: :giggle:

Your perception on the subject are important for my study.

Even if it's with good understanding of policy on an anticipated future intentions which might lead to commercialisation accidentally.

Even perception as an imaginary intention for commercialisation is also needed please.

Request all Sirs to please contribute few minutes to complete questions.

Sirs, All drone Pilots,

Humbly requested for your kind responses on this questionnaire. I have got only seven responses from the entire environment to date. That's too low for any kind of data.

As on today, all Drones both fixed-wing and Rotary are all grounded.. to get airborne technically you have to comply with the policy, even without any intentions of monetizations due to heavy penalties imposed.

Even your perceptions on policy with future probable visualised intentions of monetization would be appreciated.

I am a pure hobbiest only. Don't use any payload, sometimes a key-chain camera for some areal photography.
I have no intension to moneytize the hobby, nor used in my work.
In the survey questioner table, I cannot go forward without selecting any one option, though that is not appropriate.

This policy should have the basic licensing like learners license for starters with very few token money Rs. 100-500/-(for nano),
depending on online questioner, and get the starter license.
Except otherwise, a very high no. of quad-copter assembled in private engineering colleges mechatronics lab, which is beyond registering. Because in civil area,the drone policy is misused rather than used. Any true hobbyist gets penalized (actually compromised with policeman), and commercial photographers goes unlicensed managing local authority,and unnoticed, as not complain lodged by the hobbiest, who have knowledge, how to, but have to compromised already, and gone on back foot.

That's exactly should be the focus of every policy implementers to get every willing operator to enable them to Come on board to facilitate compliance of varying degree of accreditation depending on established skill levels and which extrapolate into degree of freedom of operations.

Compliance should be made easy for the willing.
