a small plane which you can fly yourself? in that case you will require minimum
6k for Transmitter and reciever,
2k for motor and ESC,
3k for charger,
and 1-2k for battery.
Also be ready to spend more if you crash etc.

after you are adept at flying it yourself, you will need to invest in a autopilot system like the ardupilot.

hope this helps

The easiest and fastest way to get started is order a plane from Hobbyking under the UAV or FPV models.

You won't lose time designing and building.  Start economically like with a Bixler.  Get it flying and airworthy then do your UAV plans with it by installing  additional electronics.  You'll want to secure a flying field with the approval of the land owner and local gov't.  The idea of UAVs will attract much attention so be ready to state your good reasons why you are making a UAV Club.  In the flying fields I have visited in other countries, the rule was always line of sight.  UAVs require programmed waypoints and often fly beyond line of sight which you will need full confidence in your equipment.

If you haven't flown before, you should start with a trainer plane to learn how to fly, before moving on to uav. The Multiplex EasyStar II and the Hobbyking Bixler are both very good planes to start with.

See following are the bare minimum requirements for your startup as far as I think (am operating an aero club at my college too, so this is what we have) :-

1. 6000 or more for TX, we have 2 Turnigy 9X that cost around 10K

2. 5K for an ARF glider like Skysurfer, Bixler etc.

3. 3K for accessories like motors, ESC, servos etc.

4. 2K for batteries

5. Another 1K for charger

lateron you can invest in an autopilot system. Costs can be reduced further by building your own plane, in that case It'll cost you around 500 to 700 to build a trainer (this is what we do at my college).

Once you have an aero/ UAV club up and running, an annual budget of 7-10K would be enough, depending what your college grants.

Best of luck

One more thing, If you want to begin with quads, then It'll cost you around 6K for Tx and about 15-20 K for the quad without any GPS or autopilot system
