Dear ritz, yo can't get any RTF at this cost in india. Though some might be available at Hobbyking, but shipping is more expensive.

What i suggest, you can build it yourself using coro sheets or any locally available material. Hunt the forum for plans.

But still, since you don't have radio, you will have to expand the budget a bit, or look at sales thread, i remember a radio was at sale at around 1200.+ you need batteries.

I would suggest rather to wait, gather some more money, and by the time, always go through "for sale", threads.Going step by step will help you.
Hope you get the things in budget.

Good luck

Abhay

if you are not into scratch building,i would suggest you not to make a plane on your own..you will end up loosing your electronics..wait,have patience collect money and then you can find some good deals on sale section..moreover i have a osh kosh(blue baby).its a slow flier.you can put on electronics in it.but still you will need a radio..

regards..
