If you have soldering skills, you can make one in less than 50 rupees. Just search for H Bridge motor driver with pwm control on google, you'll get plenty circuits. Its simple and the most simple one will be made up of 3 or 4 components.

Not the simplest one, but you can add a tiny uC and handle those things.

If you want all those features, you'll be better off buying a ready made esc. Its not worth the troible to make it. Its doable but not efficient unless you have enough skills to work with smd devices, pcb manufacturing etc. For a forward only esc its just a couple of components you can solder together.
