I am looking for 3 cell 2800mah to 3200 mah battery 30C/40C,  Suggest me some good source to buy.

RCmumbai.com has very good collection and stock right now.
http://www.rchlipos.com I prefer these stores .

Remember if you are buying Bonka batteries, dont forget to buy Low voltage alarm as those batteries over discharge sometimes! I would recommend those anytime!

for 1400KV motors can I use 2200mah 20C/30C batteries. I am seeing these available in few stores.

Its not just kV of motor on what you have to decide the battery but also the total weight and size of quad,size of motors also.
For 450 quad with motors 2826 or 2212, 2200mah/30C battery is sufficient. But if you want little more flight time go for 3000mah/30C battery.
