make one by 2 wooden sticks and a small 4x4 inch thin ply simple.

a carpenter should not charge more than 200 rs.

Ya...try to make a simple frame from plywood or board, some aluminium or wooden tubes. I also started with selfmade frames from junk stuffs like pieces of plywoods, CD boxes, aluminium pipes etc. Just try to do some DIY.

Well that is good! But to be honest, to get a better frame, you have to spend some money! I really doubt anyone here has a good quad frame lying around and willing to giveaway! What size frame are you looking for btw?

Mohammadadam shipping from bang good takes a lot of time but if you have "that" tight budget then patience should be the key to your problem and as others say, for the frame just DIY

lack of a frame should not hold you back . they are the easiest part of a quad to scratch
build with readily available materials.

check out the above link for an example
