Have to connect the GSM to arduino and sensor is placed on the tank if the tank is full then arduino should send instructions to mobile via GSM. Any ideas??

We cannot do your project entirely. But we can help you get GSM module working with Arduino. There are many tutorials online to interface with arduino and also tutorials on interfacing arduino and sensor and after that you can integrate it.
You need to do some homework regarding these over internet.

Yes. As Bala has said, many instructables and youtube videos exist. GSM to Arduino is best explained in the Arduino page itself, I believe. Sit and analyze the parts that you'd require to build it. And post it here, to check if you're on the right track.

And a little to deep knowledge is really required for Arduino, because that's where the fun is Grin

Breaking task step by step makes things a lot easier.
 
for Example - First try sending some data by GSM, once success then connect Tank sensor.
