What is your understanding of hobby grade? If you're serious about the hobby I'll suggest you to research about some manufacturers who make hobby grade rc cars like tamiya, hpi, sakura etc. Maisto and modelart are toys. You'll be spending upwards of 10k for a hobby grade rc car.  Also what type of a car are you looking for? Off road, on road, electtic, nitro, f1, etc.

I am new to the hobby and i dont know much about it.I want an off road car (maybe a truggy or buggy) however my dad has allowed me to buy a budget rc hobby car under Rs 6000.Is the modelart sandstorm truggy a semi-hobby grade or is still toy grade?

I'm not sure, since I'm more into onroad cars. If it has proportional controls go for it.
