I think you should start with a brand that has a strong dealership in India, because they carry parts. And as a beginner, you are bound to break parts.

If you get access to spares,Kyosho is quite good.People like the Ultima SCT.Get their race spec version. It has the necessary upgrades. But it's a 2wd car.But all this is IF you get parts support which you won't get in India.(or at least I don't think so).

For kyosho:

Not sure about spares though.

For use in India i would strongly suggest Traxxas. Easy to get spares , tough truck and getting popular.

Yeah most of the stuff on the site are out of stock and he seems to have more HPI spares than Kyosho. Too bad, would have been nice to have another dealer in town.

The 2wd shouldnt be a problem once you learn how to drive it.  10k is a good price - the onlt problem will be spares. If you dont mind importing go for the SC else search around a little more.

Hey a person on the forum itself was selling a rustler @ 10k. You can give it a try.
