Well..knowing these things are good but enough to put off a budding hobbyist. Rules are there like other rules in India. If we go strictly by those rules, then this discussion board would close down. In Maharashtra due to a couple of incidents and media coverage, people and authorities have become overtly sensitive about quads. Luckily other states have not yet become so allergic yet
Anyway, fly in deserted places / rural areas / away from city and airport / away from congested and sensitive areas and you can still pursue the hobby.
For the beginner's quad with camera, go for Syma X5C which has a 720p HD camera. RcMumbai sells it for 3700. They also sale a BYMA for less, which is a clone of Syma X5C. I have two of these quads and have taken reasonable good photo at a low cost. This is a good quad but taking good photo in wind is difficult. Also, if you are not careful, motors will burn up. So order some spare parts from China in advance.
If you want to spend more, Syma X8C is a good one with more stability. That's available at 6K.
Hubsan X4 is a low cost micro drone with moderately good camera. Good for indoor flight and for some outdoor flight.
