PMs may not be delivered if he is over quota.  The quota is determined by the user level (based on number of posts on the forum).

It works like this...

You have to have at least one public post to be able to PM anyone.  This prevents spammers from joining the forum and starting spamming people with PMs.  This also forces people to speak at least once in public about who they are, what their interests are etc. Note that creating a brand new topic/thread is NOT needed, just any public post (like commenting in an existing thread) is enough. Once you make at least one public post, you have a quota of a 100 PMs.  Making at least one posts moves you from "Silent Member" to "Active Member".

Making 100 posts will move you from "Active Member" to senior member, and will give you a PM quota of 250 PMs.  When you get 250 posts, you become a "Forum Veteran" with 500 PM quota.  And finally, once you get to 500 posts, you become a "Forum Hero" with 1000 PM quota.

In your case, I don't think you have hit 100 PMs yet.  So the issue may just be the size of the PM.  We have some restrictions on that (for security reasons).  Try splitting the PM into multiple ones.

What in the world are you talking about ?  When you want to write a personal message to someone, you will have only two buttons at the bottom, once called "Send message" and the other called "Preview".  You just need to type in whatever you want to type, and press "Send message".  There is no "Save" option coming into play in this !

Aah.. the age is getting to me... I completely misunderstood the issue.

Now that I know what is going on, you have a solution to the burden on having to click that checkbox every time. Go to your profile, click on "Personal Message Options" on the left.  In the PM options, enable the checkbox for "Save a copy of each Personal Message in my outbox by default".  That should save your outgoing PMs automatically :)
