They have the IC you're looking for here (http://www.electroncomponents.com/LM3909-LED-Flasher?filter_name=LM3909). However, as Saikat sir said a 555 timer is much easier to find. I actually soldered up a 555 blinker circuit for one of my schoolmates and it is quite a simple circuit.
EDIT: My bad looks like it is out of stock. Take a look at this (http://www.555-timer-circuits.com/flashing-led.html) for an idea on how to make the circuit with a 555 timer.
