i have used rc bazaar's charger previously. may its my lack of knowledge but when i charge lipo with it only cell 2 and cell 3 showed green indicator cell 1 never showed green except in the situation when lipo is disconnected.
and i used new lipos to charge of course after using them.

Have you tried to contact them and ask them for a refund/replacement ?

Most likely the wolfpack charger that you have is working fine.

Check the voltage on each cell after letting the LiPo stay connected with the Wolfpack charger for 2 hours.
If you find the voltage on each cell to be about 4.20 volts (with a tolerance of 5%) then the reason for the LED still showing Red is because that particular cell has got slightly deteriorated and is not able to get 100% charged.
The deterioration can be as low as 1% or as high as 80%. We can estimate the deterioration level by checking the voltage after completely charging the batteries . The more it will be closed to 4.2 volts, the less deteriorated it will be.

This deterioration usually happens due to regular wear & tear and also due to accidental over discharge of cells due to which the cells do lose some of it's capacity. As a result it's not able to hold full charge.
LiPo Balance chargers are designed to stop charging individual cells as soon as it's gets to a certain voltage which varies between 4.20-4.23. Since a "deteriorated" cell is not able to attain that voltage, B3AC chargers keep charging that cell.

never needed to contact them i sold my stuff. but now i am again starting rc hobby so a bit vigilantic.
